Lody, you're assuming everyone who goes online are new to PT. Around 50% of the people I've gone on with are already at Russet! (That covers a-c). You don't need to be together to trade, but secret bases is a point.

They are new to PT. and yes they are up to russet. I know this. so the noobs are up to russet. that covers a.
You can help people at russet by showing them the rocket base. that covers b.
being shown a secret place, such as the desert area. that covers c. (yea this has happened)
most people who go online do tend to go near each other cos they don't spend the whole time trading and mixing records. without seeing each other all that's left is chatting.
