Error at PT download on my friend's computer

When he tries to run PT after downloading it says this: Cannot create file "C:\Windows\system32\controls.ini" Can u plz help? Is something wrong with his computer? His PC has Windows 7.

Make sure you run PT as administrator.

Right mouse click Pokemon Twilight and select "Run as Administrator". It should have a shield in front of the option.
