If you go up between the forest and the fence to house above AFTER exploring Russet (or rather a specific place that triggers a story sequence) then find the secret path inside the house, then you will arrive at the hideout.

explore the town. look in all buildings on all levels (though i wont subject you to going to all levels of the pokemart mall thingie. it isnt in there.)

go up and you'll find an empty building... yes ... then press x when yur facing the bin! simples and 2 get the giovanni scene u go 2 the top of oke corp and chat 2 da guy.
