in future use the FAQ thread if you want help to ask a question but try these links they mite help http://pycoforums.com/gff/index.php?cmd=topic&id=390 and http://pycoforums.com/gff/index.php?cmd=topic&id=404 they might help you with your problem but it might be that you need to beat the gym leader in ivory town or argite town first.

You have to beat the Gym Leader of Ivory Town. When you beat him, he'll give you the badge you need to get through Obsidian Cave.
