When you're in Argonite Cave, once you've beaten the Rocket Brothers Trio and go to the left. Right before the bridge is a person from Team Rocket. She doesn't automatically walk up and battle you, you have to talk to her. Like I said this may have been addressed already but I didn't know so I posted this.
