If your talking about the one rockets in the first town (other then your home town) go to the left side of the pokemon center and look for a pond once you see that head left of the pond and there is a rocket there talk to him.

Look in the guide for that kind of info. It evolves at level 22.

it wasn't in the guide. that's why i asked. Does anyone know when the game will be updated? Is it close? How long does does it usually take? Why can't i connect in the pokemon centers? It says that i don't have the latest update, but i do! I've been trying to connect for over a week. Is there something wrong with it?

@RachelMarie 1st Question: No one knows when it will be released, I'm sure Game Fortress has an idea when it will but that's just speculation. 2nd Question: I have had this problem on my laptop. If you can try using a different computer. If that doesn't work then I'm not sure.

for the connection problem this site doesn't have the latest version you can get it here on YoYogames where GF posts it to. PT on yoyo just scroll down a bit click download click the download button then you should be golden and that's the one i downloaded and it works going online for me.
