Yes, from the little info GF said, the Time HM allows you to 'goto' the past dimension of the region. (Note that Time has it's own dimension, another reason why Palkia pwns Dialga.)
Now I'm sorry to say I'm grounded (checks for his dad) for a month, I have served 3 days of the month so far... Do not fret, I can still work on twilight, except I have no internet access.:( :P
