You need to connect to a server in the game and trade with ppl there by going in the Pokemon Centre at those PCs. Right now, the servers are down, so you can't. Trading on the forum was disabled because of hackers.

Because the new update will change the way they work. Maybe PT will become a MMORPG, but I don't think that will be for the next update. Kabob's currently working on the servers (I hope), so that's why they're down.
